You are eligible for a free library card if you live, work, own property or attend school in Chester County. Out-of-county residents who have a library card from their own local library qualify for a free library card under the ACCESS PA Statewide Library card program. 

How to apply for a library card

In-person application –Bring your valid ID (i.e., driver's license) verifying your current address to the library and fill out an application. Photo ID is preferred but not required, as long as the document has address information. Children may use a parent or guardian ID with a matching address. Minors’ library cards must be applied for in person.

Online Application – Adults may apply for a library card online by filling out this online form. Only Chester County residents are eligible. If you work, own property, or attend school in Chester County, you are still eligible for an in-county card, but you must apply in person at a CCLS location. Once you have submitted your application online, if you are approved, you will receive an email containing your new library card barcode.
